The reasons behind this unanticipated delay have not been communicated by the Labour Bureau or any other related departments, leaving many puzzled by the unexplained sluggishness in data publication processes that are critical for informed decision-making and policy formulation.

All India Consumer Price Index (CPI) on Base 2012=100 for March 2024

AICPIN for March 2024: The National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation issued a press release on April 12, 2024, regarding the Consumer Price Index (CPI) for March 2024, based on the All India Consumer Price Index (CPI) with a base of 2012=100. The statement includes the corresponding Consumer Food Price Index (CFPI) for Rural (R), Urban (U), and Combined (C) sectors for March 2024 (Provisional). Furthermore, it discloses CPIs for Subgroups and Groups for both All India and various States/Union Territories (UTs).

Data was collected from 1114 urban markets and 1181 villages in all States/UTs by field staff of the Field Operations Division of NSO, MoSPI, on a weekly rotation basis. In March 2024, price data was obtained from 99.8% of villages and 98.5% of urban markets, with market-wise price coverage at 89.6% for rural areas and 93.2% for urban areas.

The press release will present the All India inflation rates on a point-to-point basis, comparing March 2024 to March 2023, based on General Indices and CFPIs.

AICPIN for Feb 2024: Labour Bureau Replied

In response to a letter dated 09.04.2024 from the All India Bharat Sanchar Nigam Limited Retired Employees Association (AIBSNLREA) addressed to the Secretary of the Ministry of Labour & Employment, expressing deep concern over the delay in releasing the All India Consumer Price Index for Industrial Workers for the month of February 2024, which was originally scheduled for release on 28.03.2024, the Ministry has received a response from the Labour Bureau.

The Labour Bureau has stated that the release of the CPI(IW) index for February 2024 is currently in progress and will be made available on the official website of the Labour Bureau once it is finalized. This delay in the release of the index has implications on the issuance of orders for the revision of Industrial Dearness Allowance (IDA) with effect from 01.04.2024, as without the CPI(IW) data, the DPE will not be able to proceed with the necessary adjustments.

BSNL Employees Union Demands Release of AICPIN for March 2024

In light of the pressing issue at hand, the General Secretary of the BSNL Employees Union, P. Abhimanyu, has taken the initiative to address the concerning delay in the release of the All India Consumer Price Index (AICPIN) for March 2024. In a well-crafted letter directed to the Secretary (L&E) Ministry of Labour and Employment, he highlights the urgent need for immediate action to be taken to release the AICPIN press release without further delay.

The essence of the letter revolves around the non-payment of the revised IDA rates effective from the 1st of April 2024, a crucial matter that has been overlooked and requires prompt attention. It is well-known among all employees that the revised rate of IDA has not been disbursed as scheduled due to the non-release of the All India Consumer Price Index (Industrial Workers) figures for the month of March 2024 by the Labor Bureau. Consequently, the DPE has refrained from announcing the revised IDA rates, resulting in a state of uncertainty and financial strain for the employees. This unprecedented delay in the process has caused significant unrest and unease within the workforce.

In light of these developments, the BSNLEU has taken a proactive stance by formally addressing the matter in the letter to the Secretary, Ministry of Labour. The urgency of the situation is underscored by the immediate need for intervention and appropriate actions to be taken to rectify the situation promptly.
