Central Government Employees’ Increment Day: The increment represents a crucial component of the annual salary increase granted by employers to their workforce, calculated in relation to their basic pay, salary grade, or position. 7th Pay Commission Increment Day & Date
With the rollout of the 7th pay commission, central government employees now have access to two distinct types of increments. The first is the annual increment, and the second is the promotion increment. These increments are awarded on specific dates: January 1st and July 1st each year. The annual increment is determined according to the vertical cells within the respective Level of the Pay Matrix.
Employees will obtain their annual increments either on January 1st or July 1st, contingent upon their date of appointment, promotion, or financial upgrade. This represents a shift from the old system that allowed increments solely on July 1st. Moreover, under the Modified Assured Career Progression Scheme (MACPS), those who are appointed, promoted, or receive a financial upgrade between January 2nd and July 1st will see their increment come into effect on January 1st.
Is it compulsory to be present on increment day?
Should a government employee find themselves on leave on the significant date of July 1, 2024, when the annual pay raise is scheduled, it will certainly influence their salary increase. This is because those on leave receive leave pay rather than their standard salary for working. Consequently, any pay raise that occurs while the employee is on leave can only be accessed after they return to work, not while they are away.
As per the directive from the Department of Personnel and Training (DoPT) dated February 16, 1989, if a government worker is on any type of leave when the increment is due, the increased salary will only take effect once the employee resumes their duties. However, this situation does not change the regular schedule for future increments. Additionally, in the unfortunate case that a government employee passes away while on leave for which they receive leave pay, the increment that would have been applicable during their leave period up until their death will be granted from the original due date, without requiring their return to work.
Annual Increment for Central Govt and Railway Employees 2024
The introduction of the 7th Central Pay Commission’s recommendations has raised several inquiries about the Date of Next Increment (DNI) for those employees who were either promoted or received financial upgrades, including under the Modified Assured Career Progression (MACP), on July 1, 2016. These employees had their salaries adjusted on that date based on the established pay fixation protocols following their promotions.
Concern 1: For an employee who is promoted on July 1 and has their salary adjusted to include two increments, a question arises as to whether the next increment date should fall on January 1 or July 1.
Concern 2: There is also the matter of how the next increment is handled when an employee is consistently promoted or receives a financial upgrade on a date that does not coincide with the scheduled annual increment date, particularly when they opt to set their salary according to FR 22(1)(a)(1).
It is important to mention that the Department of Personnel & Training provided clarification in their Office Memorandum No. 13/02/2017-Estt. (Pay-1) dated July 27, 2017, which outlined the options for salary fixation upon promotion from the Date of Next Increment (DNI) in a lower position. This memorandum also detailed how pay fixation should be carried out from the DNI if that option is selected, in accordance with the CCS(RP) Rules, 2016. Additionally, this clarification was adopted by the Railways as noted in the Board’s Letter No. PC-VII/2016/1/6/2 dated July 31, 2017 (RBE No. 79/2017).
Grant of Annual Increment for Retiring on 30th June
Employees of the Central Government who are set to retire on either June 30th or December 31st can receive a theoretical increment. The Department of Personnel and Training has released a directive concerning the annual increments for those retiring on June 30th. It was made clear that individuals who retire on the final working day will not qualify for the increment that would be effective the following day. Nevertheless, a ruling from the Supreme Court has supported the provision of one annual increment for retirees on June 30th or December 31st, depending on their duration of service until their retirement.
